Dearness Allowance (DA)

Dearness Allowance or DA is a monetary allowance provided to the workers so that the negative effects of the price rise can be minimized from affecting their earnings. The Dearness Allowance is generally computed in terms of a certain percentage of the basic salary.

In India, the concept of DA can be seen mostly related to central government servants, state government servants, public servants and pensioners. It may also sometimes apply to employees of the private sector based on company regulations or wage agreements.

Why DA exists

Salary value diminishes as prices rise on necessities. DA provides a safeguard for employees against this diminishing buying capacity. It is neither an incentive nor a reward. Rather, it is a living expense adjustment based on inflation rates.

For instance, if the basic salary of an employee is ₹30,000 and DA is 40%, then the DA shall come to ₹12,000. The calculation for gross salary would include the basic salary and DA among others.

How DA is used in payroll

In the case of payroll operations, the significance of DA lies in the fact that it may impact the calculation of salaries, statutory deductions, provident fund calculations and taxation. In various payroll schemes, DA may be one of the parameters taken into consideration along with the base salary.

DA is also completely taxable in the case of salaried employees as per the income tax provisions. The accuracy of classification of payroll is necessary in such cases, particularly when the salary components are considered for computing taxes or any other benefits like PF and gratuity.

The orders relating to Dearness Allowance of central government employees are issued by the Department of Expenditure of the Government of India from time to time. Such orders must be considered as official government DA rate orders.

DA in HR and workforce operations

DA must be dealt with cautiously in big companies because there could be different payroll policies for employees in varying categories, geographical locations, grades, trade unions, or even salary structures. Any revision in DA would impact the calculation in monthly payroll, any arrears in salary, salary structure and the communication aspect with the employee.

The primary difficulty lies not just in calculating the DA, but in applying the right rate to the right people. This is especially true in cases where the payroll is maintained across several plants and branches.

Proper treatment of DA would be easier if the payroll regulations, types of employees, pay structure and effective dates were properly set up within the Payroll Management module.
